Establishes self-measured blood pressure (SMBP) devices as a covered medical supplies pharmacy benefit under Medi-Cal, subject to utilization controls.

Defines SMBP devices to include automated blood pressure monitors and blood pressure cuffs designed for home use that meet FDA safety and efficacy requirements.

Establishes SMBP services as a covered benefit under Medi-Cal, including staff time, patient education, measurement collection, and communication of readings and treatment plans to patients.

Specifies legislative intent that covered devices be no less in scope than those recognized under HCPCS Codes A4660, A4663, or A4670, and covered services be no less in scope than those recognized under CPT Codes 99473 or 99474.

Implementation is conditioned on obtaining necessary federal approvals and ensuring federal financial participation is available.
