Requires the Department of Transportation to publish historical data and information about state highway system projects from July 1, 2018 to June 30, 2023 on its website by January 1, 2025.

Historical data must include lane miles added (broken down by type), project descriptions, relinquished miles, relocated homes and businesses, and new bike lanes and sidewalks added to state highways.

Requires the department to publish data on planned and pending state highway projects by January 1, 2025, including project descriptions with location information, initiation dates, development status, and primary purpose.

Mandates annual publication of state highway project data starting January 1, 2026, including greenhouse gas emissions impacts, vehicle miles traveled increases or decreases, mitigation measures, and connections to local bike and walk facilities.

Requires the department to present all compiled data and information to the California Transportation Commission at regularly scheduled meetings on or before April 1 of each year.
