Authorizes online notarizations by California notaries public through registered online notarization platforms, contingent on Secretary of State completing technology implementation by January 1, 2030.

Requires notaries performing online notarizations to maintain both tangible and secure electronic journals, create audio-video recordings of each notarial act, and complete additional two-hour training and examination.

Establishes registration requirements for online notarization platforms and depositories with the Secretary of State, including $250,000 liability insurance or security and compliance certification under penalty of perjury.

Creates civil liability for online notarization platforms and depositories that improperly access, use, or disclose electronic journals, audio-video recordings, or personal information, with statutory damages of $250 per violation and attorney's fees.

Recognizes notarial acts performed in other states, federally recognized Indian tribes, under federal law, and in foreign jurisdictions as valid in California; makes unauthorized access to notary electronic seals a misdemeanor crime.
