Prohibits cities and counties from filing objections to regional housing need determinations in regions where the Department of Housing and Community Development is required to distribute the regional housing need.

Repeals the alternative process for determining regional housing needs that previously existed under Section 65584.02.

Expands solicitation requirements for public participation to include households with special housing needs and reduces the Department of Housing and Community Development's review timeline for allocation methodologies from 90 days to 45 days.

Allows draft allocations of regional housing needs to be adopted through a public hearing procedure if no appeals are filed, rather than automatically issuing them as proposed final allocations.

Adds housing needs of individuals and families experiencing homelessness as a required data assumption for councils of governments to consider when determining regional housing needs.
