Prohibits new or expanded oil and gas development from being classified as coastal-dependent industrial facilities and requires such development to be consistent with all applicable California Coastal Act provisions and specific safety and environmental conditions.

Prohibits new or expanded refineries or petrochemical facilities from being classified as coastal-dependent industrial facilities and limits their permitting to cases where they are consistent with all applicable Coastal Act provisions.

Permits repair and maintenance of existing oil and gas facilities and existing refineries or petrochemical facilities as coastal-dependent industrial facilities only if such work does not result in expansion of facility capacity and meets specified environmental and safety conditions.

Allows development of low-carbon fuel production facilities at existing refineries or petrochemical facilities under the same permitting requirements and conditions as repair and maintenance activities.

Adds offshore wind development and offshore wind energy generation facilities to legislative findings relating to the California Coastal Commission and encourages existing ports to pursue development of offshore wind energy generation facilities.
