Authorizes local agencies (cities, counties, city and counties, and special districts) to use progressive design-build contracting for up to 10 public works projects exceeding $5,000,000 each, excluding state-owned or state-operated facilities.

Requires design-build entities to be selected through qualifications-based selection process and mandates skilled and trained workforce requirements in accordance with apprenticeship standards, subject to specified exceptions.

Establishes procurement procedures including request for qualifications, statement of qualifications certified under penalty of perjury, performance and payment bonds, and errors and omissions insurance coverage for design elements.

Requires local agencies to submit reports by December 31, 2028 to the Legislature detailing project awards, contract amounts, protest descriptions, small business participation, and project performance assessments if completed.

Sunsets the authorization on January 1, 2030, and specifies no state reimbursement is required because costs result from changes to crime definitions under the perjury statute.
