• Establishes an extended producer responsibility program requiring apparel and textile article producers to form and join a department-approved Producer Responsibility Organization (PRO) to manage collection, repair, reuse, and recycling of covered products statewide.

• PRO must submit a comprehensive plan by July 1, 2029 for department approval covering collection sites (minimum 10 per county or 1 per 25,000 people), education/outreach, eco-modulated fees for producers, and performance standards for diversion from landfills.

• Producers must participate in an approved PRO by July 1, 2030 or face civil penalties up to $10,000 per day ($50,000 per day for intentional violations); retailers and online marketplaces cannot sell non-compliant producer brands.

• PRO must pay the department's actual regulatory costs and maintain reserves; all fees, reports, and records are submitted under penalty of perjury and subject to annual independent audits.

• Online marketplaces must annually notify the department and PRO of third-party sellers with over $1 million in covered product sales and provide those sellers with compliance information.
