Requires the Department of Parks and Recreation to issue an annual "sanctioned event permit" to California residents to operate off-road motorcycles at sanctioned events, with online purchases available beginning January 1, 2026.

Permit is available only for model year 2022 and newer off-road motorcycles that are not eligible for "Green Sticker" or "Red Sticker" off-highway vehicle identification.

Permits expire on December 31 of the year issued and must be displayed on the left side of the motorcycle, are nonrefundable and nonreplaceable, and become void if removed.

Department of Parks and Recreation shall set the permit fee to recover operating and administrative costs, with fees deposited into the Off-Highway Vehicle Trust Fund.

Defines "sanctioned event" as an event approved by an agency within its guidelines for off-highway vehicle competition or racing events.
