Requires the State Air Resources Board to include all greenhouse gas emissions in carbon intensity calculations for fuel derived from livestock manure, including enteric emissions, feedstock production, transport, and digestate handling.

Limits credit generation for biogas derived from livestock manure to the volume of feedstock at each dairy or livestock operation as of January 1, 2017, or the pathway certification date, whichever is less.

Requires new fuel pathway applications using biogas from livestock manure to include all information and calculations determining carbon intensity, with the State Air Resources Board making this information publicly available on its website.

Requires existing fuel pathway holders using biogas from livestock manure to file carbon intensity documentation with the State Air Resources Board by January 31, 2024, with public disclosure by March 31, 2024.

Removes the 10-year credit guarantee and extension eligibility for methane reduction projects developed before implementation of livestock manure regulations.
