Incorporates conditional operative provisions allowing SB 713 to work in coordination with AB 323 and AB 1287, with different versions of Section 65915 becoming effective depending on which bills are enacted and in what order.

Clarifies that local governments cannot apply development standards—whether adopted through traditional legislative action or voter initiative/referendum—in ways that physically preclude density bonus housing developments.
