Establishes the Los Angeles Community College District Small Business and Entrepreneurship Center at East Los Angeles College to promote entrepreneurship education and support regional small business development.

Appropriates $2,500,000 from the General Fund in 2023–24 fiscal year to the Los Angeles Community College District for development and initial operation of the center, with funds encumberable for up to five years.

Requires the center to offer entrepreneurship workshops, business fairs, microgrants for underresourced students, curriculum development, faculty professional development, and guest speaker programs to support business growth and job creation.

Mandates the Los Angeles Community College District prepare a summary report by January 1, 2028 evaluating the center's mission accomplishment, program improvements, and accounting of appropriated funds.

Designates this as a special statute requiring state mandate reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs.
