Require county elections officials to include in their unprocessed ballot reports to the Secretary of State the number of vote by mail ballots that have been processed but not counted due to missing or mismatched signatures on identification envelopes.

Mandate the Secretary of State to make public all information provided by elections officials pursuant to Section 15305 and provide public updates at least twice daily with new information.

Create a state-mandated local program by increasing the reporting duties of county elections officials, with reimbursement for any determined costs to be made pursuant to Government Code Part 7.
