Requires law enforcement agencies including municipal police departments, county sheriff's departments, California Highway Patrol, and specified local agencies to ensure public access to their radio communications in real time by January 1, 2025.

Exempts university and college police departments from the public access requirement.

Allows agencies to comply through unencrypted radio frequencies, online streaming, or providing encrypted communication access for a reasonable fee.

Requires agencies to prevent criminal justice information or personally identifiable information obtained through CLETS from being publicly broadcast, using methods such as encrypted channels, mobile data terminals, or private communication devices.

Mandates agencies adopt written policies implementing these requirements by January 1, 2025, and exempts communications used for confidential exchanges, tactical operations, threat/security operations, or undercover work from public access requirements.
