Gas corporations must serve formal applications on all employee organizations representing their employees' labor interests.

Gas corporations must notify employee organizations within 3 days when the Public Utilities Commission opens a proceeding on its own motion to which the gas corporation is a party.

The Public Utilities Commission may grant party status to employee organizations after they file a motion for party status and allow them to file for intervenor compensation.

No state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal penalties under the Public Utilities Act.
