Requires cities and counties to report the number of suite-style student housing quarters in their annual housing element reports for the 7th and subsequent revisions of their housing element.

Suite-style student housing quarters can only be counted toward regional housing needs if they include a fully functioning kitchen, maintain a ratio of no more than five beds per toilet/lavatory/shower, and meet Health and Safety Code Section 17920.3 requirements.

Limits suite-style student housing quarters to no more than 25 percent of any income category when determining a jurisdiction's progress toward meeting regional housing needs.

Applies to reports submitted pursuant to Government Code Section 65400 and requires the Department of Housing and Community Development to evaluate jurisdictions' progress with particular attention to lower income housing needs.

Specifies no state reimbursement is required because local agencies have authority to levy fees sufficient to pay for the reporting requirements.
