Requires disclosure of payments of $25,000 or more for communications that identify an elected state officer and educate the public about their previous votes or campaign donation sources, if published within 150 days of an election.

Requires disclosure by any person receiving $5,000 or more in payments for making such communications, unless they are in the business of providing goods or services and receive payment for those services.

Disclosures must be filed with the Secretary of State within 48 hours and include the payer's name, address, occupation, employer, and payment amount.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and requires a 2/3 vote of each house for passage.

Exempts the state from reimbursing local agencies or school districts for costs under the California Constitution's reimbursement requirements.
