CA SB728

Prohibits retailers from selling, offering for sale, or distributing plastic gift cards beginning January 1, 2027, with limited exceptions for cards usable with multiple unaffiliated sellers that have expiration dates printed on them.

Allows retailers to continue selling existing stock of plastic gift cards acquired before January 1, 2027 until January 1, 2028.

Establishes civil penalties of $25 per retailer for the first violation and $100 per retailer for each subsequent day of violation, enforceable by the Attorney General, district attorneys, county counsel, or city attorneys.

Exempts plastic cards used to pay public transit fares from the prohibition.
