Designates construction or rehabilitation projects receiving funding from the Bay Area Housing Finance Authority as public works, requiring prevailing wages be paid pursuant to California Labor Code Chapter 1.

Requires projects with 40 or more units to be subject to a project labor agreement with the same terms as the BART Major Projects Project Stabilization Agreement to be eligible for authority funding.

Allows projects with 40 or more units to be eligible for funding if subject to a regional or countywide project labor agreement negotiated between the authority and building and construction trade councils.

Authorizes the Bay Area Housing Finance Authority to negotiate and enter into project labor agreements for projects receiving funding or financing from authority revenue.

Provides no state reimbursement is required because costs incurred by local agencies result from changes to criminal penalties under existing law.
