Ratifies an amendment to the tribal-state gaming compact between California and the Middletown Rancheria of Pomo Indians of California executed on May 15, 2023, to extend the terms of the existing compact.

Ratifies a new tribal-state gaming compact between California and the Middletown Rancheria of Pomo Indians of California executed on March 30, 2023.

Exempts the execution of these compacts, their amendments, and related intergovernmental agreements from California Environmental Quality Act (CEQA) review in deference to tribal sovereignty.

Exempts on-reservation impacts of compliance with the gaming compacts from CEQA requirements, while preserving CEQA obligations for cities, counties, and state agencies in other contexts.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Middletown Rancheria.
