Authorizes the City of Elk Grove to use construction manager at-risk construction contracts for its zoo project with city council approval, using either lowest responsible bidder or best value selection methods.

Requires construction manager at-risk entities and all subcontractors to use skilled and trained workforce for work in apprenticeable building and construction trades, unless the project is covered by a project labor agreement or the City of Elk Grove Community Workforce and Training Agreement executed in January 2023.

Limits retention proceeds withheld by the city to 5 percent when a performance and payment bond is required, and prevents construction manager at-risk entities from withholding higher retention from subcontractors except in specified bonding circumstances.

Requires public notice of subcontracted work availability, fixed award dates for subcontracted work, and public website access to construction contracts.

Defines "zoo project" to include the new zoo relocated from Sacramento with buildings, landscaping, habitat, site work, and associated public infrastructure in Elk Grove, excluding state-owned roadways.
