CA SB745

Requires the California Department of Housing and Community Development to research, develop, and propose building standards to reduce potable water use in new residential buildings, including water reuse systems and preplumbing for alternative water sources, starting with the next triennial edition of the California Building Standards Code.

Requires the California Building Standards Commission to develop and propose standards to reduce potable water use in new nonresidential buildings and perform a review of water efficiency and water reuse standards every three years.

Directs the Commission to consider impacts on affordable housing and may limit requirements based on building size, development size, occupancy type, or availability of recycled water.

Amends Water Code Section 13558 to require the Department of Housing and Community Development to develop and propose corresponding building standards within 12 months of the State Water Resources Control Board adopting risk-based water quality standards for onsite nonpotable water treatment and reuse.

Authorizes the Commission to expend funds from the Building Standards Administration Special Revolving Fund to develop the required water efficiency standards.
