Requires cities, counties, and city-counties to provide applicants for business licenses (new or renewal) with a mandatory disclosure document about disability access liability, effective January 1, 2024.

Specifies the disclosure must be a separate document at least 8½ by 11 inches with a "MANDATORY ADA DISCLOSURE" heading in 28-point font and key information in 18-point font.

Mandates the disclosure inform applicants they may face liability for non-compliance with state and federal disability access laws and direct them to obtain a Certified Access Specialist (CASp) inspection.

Requires inclusion of information about common accessibility barriers, the responsibility to ensure equal access, and contact information for the California Commission on Disability Access, Division of the State Architect, and Department of Rehabilitation.

Establishes state reimbursement procedures for local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
