Removes the November 4, 2022 deadline for filing petitions to reduce sentences under Proposition 47, allowing eligible individuals to petition at any time without showing good cause.

Permits individuals currently serving sentences for felonies that would be misdemeanors under Proposition 47 to petition for sentence recall and resentencing.

Allows courts to deny resentencing only if they determine it would pose an unreasonable risk of danger to public safety, defined as risk of committing a new violent felony.

Enables individuals who have completed their sentences to apply to have felony convictions designated as misdemeanors under Proposition 47 criteria.

Takes effect immediately as an urgency statute upon approval by the Governor on October 8, 2023.
