Amends Health and Safety Code Section 11358 to add environmental harm to water resources as a felony condition for cannabis cultivation offenses.

Makes it a felony punishable under Penal Code Section 1170(h) for persons 18 years or older cultivating more than six cannabis plants if the offense intentionally or with gross negligence causes substantial environmental harm to surface or groundwater.

Adds this water harm provision to existing felony conditions including prior convictions, violations of water diversion and discharge laws, fish and game violations, and harm to public lands or resources.

Exempts the state from reimbursing local agencies and school districts for costs related to this expansion of criminal penalties under Article XIII B of the California Constitution.
