Requires the State Energy Resources Conservation and Development Commission to develop and make publicly available an internet website for energy efficiency and building decarbonization programs available to residential buildings and electricity customers in California.

Website must gather applicant information (name, address, income) and automatically populate applications for programs the applicant qualifies for, with required applicant consent before information is inputted.

Customers shall be able to apply for included programs through the website, which complements rather than replaces other application methods, and the Commission shall partner with entities that administer the programs.

Prohibits including programs established or administered by the Public Utilities Commission on the website, but authorizes the Commission to provide links to programs that cannot be included.

Requires the Commission to annually review included programs, invite stakeholder suggestions for improvements, and communicate with local organizations in disadvantaged communities about the website and its updates.
