Authorizes the State Water Resources Control Board to inspect property and facilities of any person or entity to determine compliance with water laws and regulations, or obtain inspection warrants if consent is denied, with exceptions for emergencies affecting public health and safety.

Expands permitted methods of service for complaints and notices to include certified mail, service methods under Code of Civil Procedure summons provisions, or any physical delivery method providing a receipt (including electronic confirmation).

Allows the State Water Resources Control Board and regional boards to participate in inspections of unlicensed cannabis cultivation sites conducted pursuant to Penal Code warrants when there is probable cause of water law violations or waste discharge violations.

Modifies cease and desist order service requirements to allow personal service, certified mail, or physical delivery with receipt for the violating party, and first class or electronic mail for other affected persons who requested copies.

Clarifies that willful refusal of a lawfully authorized inspection warrant constitutes a misdemeanor, and specifies no state reimbursement is required under Article XIII B of the California Constitution for this local program cost.
