Expands the crime of acquiring a firearm with intent to transfer it to a minor or evade firearm transfer requirements to include firearms brought into California with that intent.

Allows violations involving centerfire semiautomatic rifles to be prosecuted as felonies under the same circumstances that currently apply to handguns, including delivery within 10 days of purchase, lack of proper identity verification, or transfer to prohibited persons.

Increases penalties for illegal firearms transfers involving centerfire semiautomatic rifles to include imprisonment of up to one year in county jail or pursuant to Section 1170(h) of the Penal Code, plus potential fines up to $1,000.

Specifies that no state reimbursement is required for local agency or school district costs because the bill only creates new crimes, eliminates crimes, or changes penalties for existing offenses.
