Schools must provide at least one all-gender restroom for pupil use at each schoolsite by July 1, 2026, if the site has more than one female and one male restroom designated for students (excluding transitional kindergarten and kindergarten).

All-gender restrooms must have signage identifying them as open to all genders, remain unlocked and easily accessible during school hours, and comply with Title 24 of the California Code of Regulations.

Each school district, county office of education, and charter school must designate a staff member as a point of contact and post a notice with contact information outside at least one all-gender restroom.

Schools applying for state funding for modernization projects on or after July 1, 2026 must include an all-gender restroom as part of their project if they meet the restroom criteria specified in the bill.

Schools may temporarily close restrooms only for documented pupil safety concerns, immediate threats to safety, or facility repairs; use of all-gender restrooms remains voluntary for pupils.
