Requires the Board of State and Community Corrections to update minimum standards for local detention facilities during the next regularly scheduled review after January 1, 2024, to mandate procedures for affirming that incarcerated individuals are alive and well during safety checks.

Standards shall include clear instructions for adequate safety checks, including in-person hourly observations that affirm clear signs of life and wellness of incarcerated individuals.

Establishes that conditions in county jails should not cause undue harm or death to incarcerated individuals and that jails need clearer direction on conducting proper safety checks.

Constitutes a state-mandated local program; provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code Part 7.
