Requires children to complete one year of kindergarten before admission to first grade at public elementary schools, including charter schools, beginning with the 2024–25 school year.

Allows exceptions for children who have attended kindergarten in California public or private schools but have not completed one year, if deemed ready for first-grade work by school administration with parental consent.

Specifies that transitional kindergarten does not count toward the kindergarten completion requirement.

Preserves parental discretion to enroll eligible children in public school kindergarten, private school kindergarten, or homeschooling before first-grade enrollment.

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill creates state-mandated costs.
