Requires county elections officials to notify voters by telephone, text message, or email (in addition to mail) when a vote-by-mail ballot signature does not match voter registration records, if contact information is on file.

Elections officials must attempt to leave a voicemail if a voter does not answer when called about a signature mismatch.

Applies the same telephone/text/email notification requirement when a voter fails to sign their mail ballot identification envelope.

Voters retain existing deadlines to verify or provide their signature (no later than 5 p.m. two days before election certification) through multiple submission methods including mail, email, fax, or in-person at polling places and ballot drop boxes.

Creates a state-mandated local program; provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code provisions.
