Ratifies five tribal-state gaming compacts executed between California and the Cahto Tribe of the Laytonville Rancheria, Ewiiaapaayp Band of Kumeyaay Indians, Manchester Band of Pomo Indians, Resighini Rancheria, and Sherwood Valley Rancheria of Pomo Indians, executed between May and August 2023.

Exempts the execution of these compacts, amendments to compacts, and intergovernmental agreements negotiated pursuant to them from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty.

Exempts on-reservation impacts of compliance with the terms of these compacts from CEQA project requirements.

Clarifies that the exemptions do not extend to cities, counties, state agencies, or local jurisdictions beyond those specific compact-related actions.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the five tribes.
