Beginning January 1, 2025, or when automation is available, counties must include regularly received government, nonprofit housing subsidies, and private support intended for housing when calculating a family's income for permanent housing assistance eligibility determinations (though these sources are not counted toward regular CalWORKs aid calculations).

Upon application for temporary or permanent homeless assistance starting January 1, 2025, counties must refer assistance units to other CalWORKs homeless services including the Housing Support Program, family stabilization, and diversion programs, and may prioritize them for those services.

By January 1, 2025, the Department of Social Services must establish or modify a statewide stakeholder advisory group to develop recommendations on collecting homeless assistance usage data and improving CalWORKs recipients' access to permanent housing.

Beginning January 1, 2025, the department must collect statewide data on homeless assistance applicants including income level, race, ethnicity, sexual orientation, gender identity, approval/denial status, and reasons for denials.

No continuous appropriation of General Fund moneys shall be made to defray county costs for implementing these provisions.
