Requires stores to use collected bag fees for costs associated with providing consumers opportunities to return reusable grocery bags to the store for recycling and ensuring collected bags are recycled.

Mandates stores submit annual reports to the Department of Resources Recycling and Recovery detailing bags purchased by type, bags given away, acquisition costs, recycling program costs, total compliance costs, and remaining fund balances.

Allows authorized representatives of stores with collective bargaining agreements to review and copy annual reports submitted to the department.

Applies reporting requirements only to full-line, self-service retail establishments with gross annual sales of $2 million or more, that sell dry groceries and perishable items, and are employers with 300 or more employees nationwide.

Permits chains owning multiple stores to submit aggregated data for all stores under that chain.
