Repeals and recasts clinic reporting requirements effective January 1, 2027, expanding data collection to include intermittent clinics operated by licensed primary care clinics.

Requires primary care and intermittent clinics to report expanded patient demographic information (age, sex, race, ethnicity, preferred language, disability status, sexual orientation, gender identity) and detailed financial data by February 15 each year.

Mandates organizations operating primary care or intermittent clinics to file separate detailed labor reports including employee counts by classification, wage ranges, contracted staff information, and workforce demographic data.

Requires workforce development reports documenting participation in labor-management cooperation committees and allied health and behavioral health professional degree and certificate programs.

Establishes Department of Health Care Access and Information as administrator, with authority to suspend clinic licenses for failure to file timely reports; specifies first reports under new requirements due February 15, 2028 for calendar year 2027.
