Prohibits ticket sellers from advertising, offering, or contracting for ticket sales unless they own, possess, have constructive possession, or have the contractual right to sell the ticket.

Requires ticket sellers and ticket resale marketplaces offering ticket-obtaining services to clearly distinguish such services from actual ticket sales, maintain visual separation, disclose lack of ticket guarantee, and provide refunds or replacement tickets if unable to obtain the specified ticket.

Prohibits ticket sellers and ticket resale marketplaces from intentionally selling more than one copy of the same ticket to a live entertainment event.

Prohibits ticket sellers and ticket resale marketplaces from displaying website content substantially similar to event presenters, rights holders, or original sellers with intent to mislead without written consent.

Establishes misdemeanor penalties of up to six months imprisonment and/or fines up to $2,500 per violation, with civil penalties up to $10,000 per violation and attorney's fees for prevailing prosecutors.
