Authorizes the Department of Alcoholic Beverage Control to issue up to 10 additional new original on-sale general licenses for bona fide public eating places in Nevada County, exceeding normal population-based limitations.

Limits issuance to a maximum of 4 licenses per year and requires the department to follow standard procedures outlined in Section 23961.

Allows current holders of valid on-sale general seasonal business licenses to apply for these new original licenses without prohibition.

Prohibits transferring these licenses to other counties or to premises that do not qualify, and caps resale prices at the original fee paid by the seller or transferor.

Permits the department to designate licenses as on-sale general for special use without altering the license privileges or restrictions established by this section.
