Removes the 60,000 barrel annual production requirement for licensed beer manufacturers to manufacture cider or perry at their licensed production premises.

Allows any licensed beer manufacturer, regardless of production volume, to sell cider or perry to any licensee authorized to sell wine.

Defines cider and perry according to Section 4.21(e)(8) of Title 27 of the Code of Federal Regulations.

Clarifies that cider and perry are classified as wine only for the purposes of this manufacturing and sales privilege, not for any other regulatory purposes.
