Requires the California Energy Commission to develop and implement an electronic statewide HVAC equipment sales registry and compliance tracking system to allow enforcement agencies to cross-check equipment purchases with permit compliance documents and identify non-compliant contractors and installers.

Requires the Energy Commission to develop and implement an electronic statewide compliance documentation data repository for HVAC equipment and lighting controls installations that allows local building departments to verify all required documentation has been submitted.

Specifies that both the HVAC registry and compliance documentation repository shall not be publicly available, with certain information designated as confidential (personal information, aggregate manufacturer data, and trade secrets) and other information available as public records upon request.

Authorizes the Energy Commission to share information from both systems with local building officials, enforcement agencies, and the Contractors State License Board in compliance with privacy laws.

Requires the Energy Commission to report implementation status of both systems in annual integrated energy policy reports and identify any legislative barriers, including funding needs or legal conflicts.
