Establishes the Advanced Air Mobility, Zero-Emission, and Electrification Aviation Advisory Panel within the Department of Transportation to assess infrastructure feasibility for vertiport networks and advanced air mobility services.

Requires the advisory panel to develop a three-year prioritized workplan for state activities to advance advanced air mobility and identify pathways to promote equitable access to infrastructure while preventing monopolization.

Panel membership includes representatives from state agencies (Office of Planning and Research, State Air Resources Board), general aviation industry, commercial airports, local government, advanced air mobility industry, and other members as determined by the department.

Requires the Department of Transportation to submit a report to the Legislature by January 1, 2025, detailing the infrastructure feasibility study and three-year prioritized workplan.

Exempts advisory panel meetings from the Bagley-Keene Open Meeting Act to allow for efficient operations; the panel and this section automatically repeal on January 1, 2026.
