Establishes the Psychedelic-Assisted Facilitation Pilot Program until January 1, 2028, allowing public health officers in San Francisco, San Diego, and Santa Cruz counties to approve up to 5 psychedelic-assisted facilitation centers per jurisdiction.

Permits licensed physicians and surgeons to operate facilitation centers and administer psilocybin or psilocyn only to veterans or former first responders over 21 years old who pass a suitability screening and are not on active duty.

Authorizes each participating jurisdiction to issue up to 3 permits to cultivate psilocybin or psilocyn, with all products requiring independent laboratory testing and certification to confirm safety and absence of contaminants.

Requires public health officers to consult with psilocybin facilitation experts on program design and report data and program evaluation to the Legislature by January 1, 2027.

Exempts program participants, facilitators, and staff from criminal prosecution, civil liability, and professional discipline for good faith conduct in compliance with the pilot program.
