Expands the definition of "qualified autism service professional" to include psychological associates, associate marriage and family therapists, associate clinical social workers, and associate professional clinical counselors regulated by the Board of Behavioral Sciences or Board of Psychology.

Requires the State Department of Developmental Services to adopt regulations by July 1, 2026 establishing rates, educational qualifications, and professional supervision requirements for Behavioral Health Professionals and Behavioral Health Paraprofessionals providing behavioral intervention services.

Applies expanded professional definitions to both health care service plan contracts (Health and Safety Code Section 1374.73) and health insurance policies (Insurance Code Section 10144.51) covering behavioral health treatment for autism and pervasive developmental disorders.

Associate-level professionals meeting the new criteria must also comply with regulations adopted under Welfare and Institutions Code Section 4686.4 to qualify as autism service professionals.

Exempts local agencies and school districts from reimbursement requirements under the California Constitution, as costs result from creating new crime or infraction definitions.
