Requires manufacturers to mark trash receptacles and storage containers longer than 3 feet and taller than 4 feet with reflectors on each side if placed on roadways or curbs for pickup, effective January 1, 2025.

Requires non-manufacturer owners of such containers to mark them with reflectors by January 1, 2026, with reflectors consisting of at least eight strips of fluorescent yellow retroreflective tape measuring 2 inches wide and 2 feet long.

Authorizes the Attorney General, district attorney, or city attorney to enforce violations, with fines of $100 for the first violation, $500 for the second, and $1,000 for the third or subsequent violation if not corrected within 14 days of notice.

Creates the Accident Prevention and Road Safety Fund and requires all collected fines to be deposited into the fund for appropriation by the Legislature.

Exempts local governmental entities from owner requirements and allows alternative reflector placement when tape cannot be applied as specified due to container design or physical characteristics.
