Creates a new category of "at-promise charter schools" exempt from jurisdictional limitations set forth in Section 47605.1

Defines at-promise charter schools as those providing high school dropout recovery and diploma-completion programs pursuant to a memorandum of understanding with specified entities including local educational agencies, county offices of education, county probation departments, juvenile detention facilities, Workforce Innovation and Opportunity Act programs, Youth Build programs, Job Corps, or California Conservation Corps

Exempts at-promise charter schools from subdivision (b) of Section 47612, allowing them to claim apportionment for pupils over 19 years of age without the requirement of continuous enrollment in a public school or satisfactory progress toward a diploma
