Ratifies the Interstate Teacher Mobility Compact to facilitate teacher movement across member states by streamlining licensure pathways for eligible teachers holding valid licenses.

Requires receiving states to determine equivalency and grant unencumbered licenses to teachers with unencumbered eligible licenses from other member states, exercised in the state's sole discretion.

Establishes the Interstate Teacher Mobility Compact Commission as a joint public agency with one commissioner per member state, authorized to promulgate rules, establish bylaws, and manage commission operations and finances.

Provides expedited licensing for active military members and eligible military spouses, allowing them to hold non-unencumbered licenses equivalent to those held in other member states where available.

Compact becomes effective when enacted in ten member states; allows states to withdraw with six months' notice and requires all member states to share investigative and disciplinary information about teachers with adverse actions.
