Exempts intermittent sites and mobile health care units operated by government-run license-exempt clinics from Medi-Cal enrollment procedures if the operating clinic notifies the State Department of Health Care Services of its separate locations and units.

Extends existing Medi-Cal enrollment exemptions that previously applied only to licensed primary care clinics to also cover clinics exempt from licensure under subdivision (b) of Section 1206 of the Health and Safety Code.

Requires that the operating clinic provide all staffing, protocols, equipment, supplies, and billing services for the intermittent site or mobile health care unit to qualify for the exemption.

Declares the bill is clarifying and declaratory of existing law regarding the intent to treat mobile health care units and intermittent sites operated by license-exempt government clinics the same as those operated by licensed primary care clinics.
