Authorizes the Governor to negotiate an agreement with the U.S. Attorney General to establish a parole program for agricultural employees living in California.

Defines "agricultural employee" according to Labor Code Section 1140.4 and "parole" under federal immigration law that allows the Attorney General to grant case-by-case parole for urgent humanitarian reasons or significant public benefit.

Requires the Governor to prepare a report to the Legislature by the third year of program renewal assessing the program's impact on labor availability, workforce retention, and the state economy.

Recognizes California's agricultural sector generates over $50 billion in annual revenue and that undocumented workers are essential to agricultural production despite facing deportation risks and ineligibility for federal benefits.
