Prohibits placement of sexually violent predators released on conditional release within 5 miles of federal land, as defined by Indian country under federal law.

Requires the State Department of State Hospitals to notify the county's executive officer of the supervisorial district where a sexually violent predator will be placed before any placement action occurs.

Mandates the State Department of State Hospitals to prepare and publicly post an annual report by March 15 of each year detailing the number of sexually violent predators under supervision and their specific county and supervisorial district locations.

Requires the Director of State Hospitals to approve all potential placements before department employees or vendors sign lease or rental agreements for sexually violent predators.

Directs the State Department of State Hospitals, Department of Corrections and Rehabilitation, and Department of Forestry and Fire Protection to report to the Governor and Legislature by December 31, 2023, on available trailers or quarters at their properties for potential placement of sexually violent predators.
