Prohibits local authorities from issuing preferential parking permits to residents or vendors of developments within one-half mile of public transit that are exempt from parking minimums under Government Code Section 65863.2.

Requires local authorities to revise preferential parking district boundaries to exclude such transit-adjacent, parking-minimum-exempt developments.

Declares that reducing greenhouse gases and car dependence is a statewide concern, not a municipal affair, and applies to all cities including charter cities.

Provides that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover mandated costs.
