Extends vehicle registration fee increases and smog abatement fees that fund air quality and clean transportation programs from January 1, 2024 to January 1, 2035.

Requires replacement vehicles in the Enhanced Fleet Modernization Program to be plug-in hybrids or zero-emission vehicles unless the state board determines charging infrastructure or vehicle supply is inadequate in certain areas.

Expands the Clean Transportation Program to address criteria air pollutants and air toxics, requiring at least 50% of program funds be spent on projects serving disadvantaged and low-income communities starting January 1, 2025.

Refocuses the Air Quality Improvement Program exclusively on zero-emission fuel and vehicle technologies, prioritizing logistics, trucking, off-road, warehouse, and port sectors.

Declares the bill an urgency statute effective immediately to ensure stable funding for air pollution reduction and public health protection programs.
